KUALA LUMPUR, 26 SEPTEMBER 2025 – The Ministry of Economy has called on Malaysia’s Oil & Gas Services and Equipment (OGSE) companies to pursue international expansion and innovation to strengthen their long-term resilience and competitiveness.

The directive was issued by Yang Berbahagia Dato’ Nor Azmie Diron, Secretary General, Ministry of Economy during the OGSE Industry Blueprint 2021-2030 Steering Committee meeting today. “There is a need to drive the expansion of OGSE companies overseas to win large and long-term contracts. This will help them weather storms and we expect Malaysia Petroleum Resources Corporation (MPRC), as the custodian of OGSE in Malaysia and an agency of the Ministry of Economy, to support the continued growth of the country’s OGSE industry,” said Dato’ Nor Azmie.

“To compete globally, OGSE companies must also expand and strengthen their research and development (R&D) capabilities to enhance their value proposition internationally to unlock new markets and secure more substantial contracts abroad,” he added.

Dato’ Nor Azmie also highlighted the strategic opportunity in the Carbon Capture, Utilisation and Storage (CCUS) sector which the Ministry is actively promoting. He noted that OGSE companies possess highly transferable technical skills that can be leveraged to participate in this emerging field.

Meanwhile, Mohd Yazid Ja’afar, President/CEO, MPRC, reported encouraging progress on the Mid-Term Review of the National OGSE Industry Blueprint 2021-2030 (OGSE Blueprint MTR) since its launch in March 2025.

These included the commercialisation of RM24.8 million worth of projects by five companies, enabled through the OGSE Development Grant (DG) for the period January to August 2025. The OGSE DG is a matching grant of up to RM250,000 offered to eligible OGSE companies to adopt innovation and technology, as well as to expand exports.

Mohd Yazid added that with the conclusion of the OGSE DG this year, following its introduction in April 2021 as part of the 12th Malaysia Plan, MPRC looks forward to receiving approval from the Government to continue the programme under the 13th Malaysia Plan. The grant had also been incorporated as one of seven OGSE Blueprint MTR flagship projects.

Through the OGSE Strategic Partnership Support Programme, another OGSE Blueprint MTR flagship project, Mohd Yazid also highlighted the facilitation of 17 companies for the establishment of strategic partnerships to foster competitiveness and resilience among Malaysian OGSE companies.

He further reiterated Dato’ Nor Azmie’s view on the crucial role played by Malaysian OGSE companies in the country’s economy, with new opportunities remaining to be seized from the National Energy Transition Roadmap (NETR) and the Thirteenth Malaysia Plan launched in July this year.

Among other key achievements of the OGSE Blueprint MTR as of August 2025 included:

• MATRADE has facilitated RM16.15 million in orders for products and services of Malaysian oil & gas and renewable energy companies from international buyers.

• 10 companies received alternative financing totalling RM14.17 million secured from various sources under an MPRC-led initiative to promote alternative financing for OGSE companies.

• Results of the inaugural OGSE Census were published on 20 March 2025, identifying 2,894 OGSE establishments, RM39.4 billion in OGSE contribution to GDP and 109,000 skilled and semi-skilled workers in 2024; among other data.

• Two Joint Industry Project (JIP) candidates have been recommended by the OGSE Technology Network to further develop their technology projects, with both securing funding of RM250,000 each under the OGSE DG.

• 93 participants have completed training and certification for CIDB Malaysia’s CIDB's Sijil Kompetensi Kemahiran Pembinaan (SKKP) for welding, non-destructive testing (NDT), scaffolding, and blasting & painting skill sets across three regions: Sabah, Sarawak, and Peninsular Malaysia; with another 107 participants to complete training and certification by the end of 2025.

• 55 companies were facilitated in export and financial programmes through the i-OGSE portal.

The OGSE Blueprint Steering Committee met mainly to review the progress of the OGSE Blueprint MTR as at August 2025, with attendees comprising representatives from Government, private sector and other OGSE industry stakeholders including Ministry of Finance, Ministry of Economy, Ministry of Higher Education, Ministry of Science, Technology and Innovation, Ministry of Energy Transition and Water Transformation, Malaysian Investment Development Authority (MIDA), Malaysia External Trade Development Corporation (MATRADE), Petroliam Nasional Berhad (PETRONAS), Department of Statistics Malaysia, Economic Planning Unit Sabah, Economic Planning Unit Sarawak, Malaysia Green Technology and Climate Change Corporation, Petroleum Sarawak Berhad (PETROS), Malaysian Oil, Gas and Energy Services Council (MOGSC), Talent Corporation Malaysia Berhad (TalentCorp), Unit Peneraju Agenda Bumiputera (TERAJU); among others.
