The National OGSE Industry Blueprint 2021-2030 (OGSE Blueprint) was introduced in April 2021 to address structural challenges and develop a robust, resilient and globally competitive OGSE industry in Malaysia, contributing to the sustainable development of economic growth. As the OGSE Blueprint reached its midway point, a Mid-Term Review (MTR) was conducted in 2024 to review the current pathway of the OGSE industry to ensure the industry remains aligned with national priorities and successfully adapts to the evolving energy landscape.
The OGSE Blueprint MTR introduced key refinements to strengthen the industry’s resilience and competitiveness while ensuring alignment with national priorities. This review comes as Malaysia accelerates its transition to a low-carbon economy, guided by policies like the National Energy Transition Roadmap (NETR) and the upcoming 13th Malaysia Plan (RMK13).
The revised Strategic Framework enhances focus on keeping Malaysia’s OGSE industry robust, resilient, and globally competitive while contributing to the national energy security and energy transition agenda by 2030. It outlines the case for change and 26 initiatives with action plans and impacts.
The OGSE Blueprint MTR is a call to action for industry players, policymakers, and investors to collaborate, innovate, and drive sustainable progress. While hydrocarbons remain relevant beyond 2030, OGSE industry players must diversify, embrace technology, and expand global partnerships to secure their position. By staying agile and future-ready, Malaysia’s OGSE industry can emerge stronger, more sustainable, and globally competitive.

The Accelerating Low Carbon Operations and Supply Chain initiative, introduced in NOS-R, helps OGSE companies advance net-zero goals by adopting green technologies and ESG reporting, aiming for 80% to complete GHG baseline assessments by 2030.
Growth Beyond OGSE supports industry diversification into energy transition sectors like RE, carbon capture, bioenergy, and non-O&G industries like the circular economy. By 2030, it targets 10 integrated energy services companies to strengthen Malaysia’s energy transition.
The OGSE Strategic Partnership initiative aims to develop 20 high-value OGSE companies (≥RM1 billion) by 2030 through strategic alliances, boosting global market presence and participation in high-impact projects.
The OGSE Catalyst Programme drives innovation by supporting SMEs and MTCs in technology development, commercialisation, and exports. Targeting RM80 million in sales by 2030, it boosts industry growth and dynamism.
The OGSE Technology Network (OGTEN) fosters innovation and cross-industry collaboration by connecting public, private, and academic sectors for R&D, funding, and market access. It aims to complete 10 Joint Industry Projects (JIPs) by 2030.
This initiative ensures a steady talent pipeline by training 5,000 workers in key OGSE areas. Using Industry Talent Framework (InTAF), it aligns talent supply with industry demand, bridging skill gaps for better workforce planning.
This initiative, led by MATRADE, boosts OGSE exports through targeted promotions, stakeholder engagement, and collaboration with NOCs, aiming to expand global reach and increase industry export sales.
